Mass Mobility Operators Association wants Parliament to halt proposed PSV fare regulations

The Mass Mobility Operators Association has asked Parliament to suspend plans to give the National Transport and Safety Authority powers to regulate public service vehicle fares.

In a statement dated July 30, 2026, the association said the proposed changes were being discussed without proper consultation with the transport industry.

MMOA, which represents transport investors, operators, companies, SACCOs and other public transport stakeholders, said it supports affordable, safe and reliable transport. But it said policies on fares must involve all affected groups and take into account the cost of running public transport services.

The association said fares are affected by fuel prices, insurance, maintenance, spare parts, financing, taxes, wages and inflation. It warned that failing to consider these costs could make some routes impossible to run. It also said the cost of operating vehicles differs in urban, peri-urban and rural areas. For this reason, it argued that one fare system would not work fairly across all routes.

MMOA said the public transport sector has received billions of shillings in investment and provides jobs for hundreds of thousands of Kenyans. It warned that weak fare regulations could reduce investment and lead to job losses. The association wants a fare policy that is based on data, remains transparent and is reviewed regularly. It said stable and consultative policies are needed to encourage investment in modern, safe and environmentally friendly public transport.

MMOA has proposed a National Public Transport Fare Review Committee made up of the Ministry of Transport, NTSA, PSV operators, SACCOs, consumer representatives, county governments and independent experts. The committee would be tasked with developing a fair, transparent and evidence-based framework for public transport fares.

The association said it is ready to work with all stakeholders to ensure Kenyans have affordable, safe, efficient and sustainable public transport.
